Scope and Contents

The records of the faculty are arranged alphabetically by folder title and range from 1874 to the present. The records include, but are not limited to, correspondence, agendas, meeting minutes, handbooks, and resolutions. In addition to the general correspondence of the faculty is correspondence from the chair of faculty, secretary of the faculty and dean of the faculty. The meeting minutes and agendas range from 1874 to 1982. Minutes and agendas dated after 1982 are located under the University Governance Record. Additional records of note include the faculty response to the Board of Trustees statement on Bucknell University’s character in 1999 and early faculty handbooks known as Memoranda from 1929 to 1949.

The records of the faculty committees include those of both standing and ad hoc committees. Included in the various committee records are the following standing committees:

Committee on Academic Freedom and Tenure (CAFT)

The functions of the committee include: rendering advice to the faculty and to the administration on questions relating to professional ethics and responsibilities of the faculty; investigating charges of violation of academic freedom; investigating faculty complaints regarding due process or violation of academic freedom in review for evaluation, retention, promotion or tenure; reviewing and evaluating the criteria for judging the performance of tenured and non-tenured staff; and investigating the cases of faculty who have been denied retention or tenure. The records of the committee range from 1960-1998 and include correspondence and reports.

Committee on Academic Policy and Resources (CAPR)

The functions of the committee included: conducting a continuing review and evaluation of the university’s programs of undergraduate and graduate instruction, and providing recommendations on priorities in the instructional budget. The records range from 1971-1978. Included in the records of the committee are correspondence, minutes and reports as well as records related to the economic status of faculty members, the allocation of staff and the instructional budget.

Committee on Academic Regulations

The functions of the committee included interpreting and advising on matters of academic requirements and academic regulations. The records of the committee range from 1962 to 1972 and include correspondence, minutes, reports and the academic calendar. Records of note from the committee include those related to differently prepared students and academic dishonesty.

Chapel Committee

The functions of the committee included reviewing policy regarding the religious life of the university, conducting the University Chapel, providing sponsorship to the student Christian Association, and maintaining a cooperative functional relationship with local churches. The records of the committee range from 1930 to 1946 and include programs and addresses from chapel services.

Committee on Elections and Memberships

The functions of the committee included administering all elections of faculty to the university Senate and to standing committees of the faculty and maintaining records on committee membership to assure that committee work was distributed effectively and efficiently. The records of the committee range from 1972 to 1978 and include lists of committee membership for the faculty and university senate.

Committee for the Encouragement of Graduate Study and Research

The functions of the committee included providing information concerning graduate fellowships for seniors and information relating to grants for faculty members. The committee also had jurisdiction over the annual appropriation made by the university for faculty members to pursue scholarly development. The records of the committee range from 1953 to 1958 and include correspondence about faculty research grants awarded.

Faculty Advisory Committee

The functions of the committee included acting in an advisory capacity for both the faculty and administration and as a liaison between these two groups and studying questions submitted to it by any individual or group on the faculty or administration. The records of the committee range from 1935 to 1972 and include correspondence, minutes, reports and academic calendars. Records of note include records relating to university regulations.

Faculty and Academic Personnel Committee (FAPC)

The functions of the committee included reviewing and formulating policies on the general salary structure for Faculty and academic personnel, including fringe benefits and non-cash benefits, policies on grievances, university policies on the evaluation of faculty members for retention, promotion, and tenure, and revising the faculty handbook. The records of the committee range 1991 to 2015 and include correspondence and reports on faculty benefits, salaries and childbearing and childrearing leaves.

Faculty Council

The Faculty Council supported the committee system by consulting with and coordinating the faculty and university committees, by facilitating inter-committee communications, and by providing advice, oversight and guidance to insure that Faculty governance processes are executed efficiently. Faculty Council also facilitated communication between the faculty and the administration by meeting regularly with the University Council and by providing advice to the president as requested on matters of substance and process and strategic planning. The records of the Faculty Council range from 1992 to 2015 and include correspondence about faculty committee nominations and handbook revisions.

Faculty Development Committee

The functions of the committee included determining policies and procedures for development of the faculty as individuals and as a whole, making recommendations of faculty for sabbatical leaves, educational leaves and other programs involving leaves of absence and formulating policy and procedures for the allocation of funds for faculty development. The records of the committee range from 1987 to 2010 and include correspondence and proposals relating to course releases, curricular and instructional development grants, sabbatical leaves and untenured faculty leaves.

Committee on the Library

The functions of the committee included advising the librarian, and interpreting library policy to the faculty and faculty opinion to the library staff. The records of the committee range from 1961 to 1972 and include correspondence, minutes and reports.

Committee on Personnel

The functions of the committee included the coordination of the standing committees of the faculty and university dealing with the area of faculty and professional staff and policies from the various committees dealing with personnel issues. Additional functions of the committee included reviewing and providing advice on general salary structure for faculty and professional staff, reviewing and providing advice on administrative recommendations regarding the total compensation structure of faculty and professional staff, specifically, fringe benefits, retirement policies and non-cash benefits and reviewing existing procedures for handling grievances of professional staff. The records of the Committee range from 1979 to 1991 and include correspondence about faculty associate status and benefits.

Committee on Staff Planning (CSP)

The functions of the committee included dealing with staff planning, establishing and maintaining a core of temporary faculty positions, administering the allocations of instructional positions, reviewing the hiring process and the assessing of the effectiveness of University staff planning. The records of the committee range from 1978 to 2015 and include correspondence, minutes, reports and statistics relating to academic department staffing allocations.

Administrative History

The faculty of Bucknell University is composed of the President, the Vice President of Academic Affairs/Provost, the academic deans, and those who are ranked as professors, associate professors, assistant professors, instructors, and academic lecturers.

The principal function of the faculty is to provide instruction in the various disciplines of learning. According to the faculty handbook (2014), in addition to instruction, the duties of the Faculty include:

• Considering and making recommendations to the President regarding any and all phases of education at Bucknell, as defined by the general purpose and mission of the university.

• Determining the curricular and other requirements for recommendations for degrees in course.

• Encouraging and supporting the development of courses, programs, and other academic activities that enable the University to maintain and enhance its role as an institution of higher education.

• Determining the qualifications for the admission of students.

• Setting procedures for its own governance, including the selection of officers of the faculty and the establishment of committees of the faculty.

• Determining the qualifications for membership in the Faculty; making recommendations regarding the recruitment and retention of members of the faculty of the highest professional competence; and evaluating colleagues for purposes of recommendations regarding retention, tenure, and promotion.

• Formulating policy on the general salary structure for academic personnel.

• Participating in resource allocation and in the university budget process. • Enforcing the rules and regulations adopted by the Trustees for the governance and instruction of students.

• Advising the President in the appointment of Vice Presidents and the Deans of the Colleges. • Advising the Board of Trustees in the appointment of Presidents.

The Faculty carries out its duties through faculty meetings and its participation in standing committees. The presiding officers of the faculty are the chairmen of the faculty and secretary. As the Faculty plays a key role in the governance of the University and in the establishing of the university policies, service on university, faculty and departmental committees is a significant responsibility of members of the Faculty. The number and functions of the standing committees has varied throughout the existence of Bucknell University, but have included the following:
